Think about the far future. It's better to have your resources prepared rather than have a chance to get them with jewels. I'd go for the monthly enlighten. Also the value of that 25 dollar pack non-mathematically-but-hypothetically speaking is lost within a few days to this monthly enlighten package.

IMO if you are going to spend money on the game but don't want to or can't spend a lot then the Monthly Enlightenment pack is the best bang for your buck. By the end of the month you'll have gained way more jewels than you get from a regular $25 pack plus all of the extra items you get daily.
