Every epic hero except Demon Slayer and Djinni can be created now in the alchemy workshop. You get higher dust salvage rewards based on how many rings (skill level) your salvage hero has. With some research of salvage values at skill levels we can find the true ring/dust ratio.
From what I can tell at this time the ring to dust ratio is not linear upon leveling your salvage hero's skill.
Using a lvl 1 skull mage with no glory (obviously), evolution or merc stat increases I've calculated up to lvl 7 skill.

SM gives 76 dust by default. The dust increase takes the salvage value and subtracts the default value. The Direct ring/dust is how much dust you got for your rings spent to get to that specific skill level. The Avg ring/dust divides the total amount of rings spent by the total increase in dust to give an avg ring/dust ratio.
So far it seems like only putting 550 rings into your salvage hero (lvl 5 skill) is the sweet spot. However, this means having to have much more heroes to salvage. So for now I'm listing the ring/dust ratio at 7:1.
Every hero (except Djinni of course) can be either bought with rings or created with dust (eventually).
Using the ring/dust ratio above we can calculate the ring cost for each epic and how long it will take to make them.

As for AD and RV if you you need shards for them for evolution only it is better to build the shards in the workshop than to buy them in the card shop and then shard them.
AD - 1200 shards - 6300 rings
RV - 1200 shards - 6300 rings
That's as far as I'll bother going. DS is only available via card purchase for 5k rings.
Of course if you calculate the cost to get to lvl 9/10 to create the high level heroes it goes WAY up.
