Every epic hero except Demon Slayer and Djinni can be created now in the alchemy workshop. You get higher dust salvage rewards based on how many rings (skill level) your salvage hero has. With some research of salvage values at skill levels we can find the true ring/dust ratio.
From what I can tell at this time the ring to dust ratio is not linear upon leveling your salvage hero's skill.
Using a lvl 1 skull mage with no glory (obviously), evolution or merc stat increases I've calculated up to lvl 7 skill.

SM gives 76 dust by default. The dust increase takes the salvage value and subtracts the default value. The Direct ring/dust is how much dust you got for your rings spent to get to that specific skill level. The Avg ring/dust divides the total amount of rings spent by the total increase in dust to give an avg ring/dust ratio.
So far it seems like only putting 550 rings into your salvage hero (lvl 5 skill) is the sweet spot. However, this means having to have much more heroes to salvage. So for now I'm listing the ring/dust ratio at 7:1.

Every hero (except Djinni of course) can be either bought with rings or created with dust (eventually).
Using the ring/dust ratio above we can calculate the ring cost for each epic and how long it will take to make them.

Hdr - 2520 rings, 64 hours (save 2480 rings)
GP - 2520 rings, 48 hours** (save 980 rings
SM - 2100 rings, 60 hours (save 900 rings)
AE - 1680 rings, 32 hours** (save 820 rings)
SC - 1400 rings, 32 hours** (save 800 rings)

As for AD and RV if you you need shards for them for evolution only it is better to build the shards in the workshop than to buy them in the card shop and then shard them.
AD - 1200 shards - 6300 rings 
RV - 1200 shards - 6300 rings

That's as far as I'll bother going. DS is only available via card purchase for 5k rings.
Of course if you calculate the cost to get to lvl 9/10 to create the high level heroes it goes WAY up.

um, it's 150 dust to buy 100 shards which is 2250 dust not 1500.
 100x15 for 1500 to create

Interesting way to look at it.
Considering how precious, my precious rings are.....

1000 gems for 400 rings in shop would get you 71 dust 
To get the 1500 shards for AD you would have to buy that 22 times for 22000 gems.

Now if you were to do 10x hiring 13 times it would cost you 18850 gems ,+1800 gems for 2 lucky spins & lets say you get a low value like 700 rings each time for a total of 20650 gems spent.

At the very worst case scenario a lower tier Epic (GP, BB, SC & AE) was hired with all 13 hires it would leave salvage with the value of 845 dust + 1400 rings from Lucky spin is another 250 dust for a total of 1095 dust which is just 30 short of the required 1125 dust for AD Shards.

Thats 1350 gems cheaper than buying rings. And I know you are talking about arena gained rings but this way you get bonus from using gems during LGW and 20650 gems spent can get you some great stuff.

 Not to mention if you were to get much better hire values than I listed and likely will ,(maybe even lucky and hire the person you are needing shards for), plus the fun factor of hiring is hard to put a value on.
I'll take my chances with hiring even though it always kicks me in the nut sack...

so basically, if i had a BB and i invested 12600 rings (or 1.35 million souls) into him, i could then dust it and i would have enough dust for a LS?

(long as i was happy creating shards for 30 days)

just so i understand the maths side of things properly...

The main reason why I created this was for myself and others to see the feasibility of getting heroes that are extremely difficult to hire. This can also give you an idea of how long or how much of an investment will be required for evolving. Mutagen is a whole 'nother story of course.

For example I now have what I believe to be a less expensive and more feasible avenue for getting RV to divine 3. I won't even begin the process until my account is lvl 120 though.

your ring/dust ratio is wrong btw. its correct for 1-5lv skill when its 5.5 ring/dust. but then it gets more expensive.  6lv skill gives 110 dust(7.2ring/dust). 7lv skill 125(8 ring/dust)

hehe if I could buy them for 12000 rings i would.  No need to wait 30 days.
But guaranteed source of shards is a good thing.  Can't decide if will do ls or monkey shards when mine reaches level 9.  I will take it to 10, because i be new heroes will need that.

I'm going to put 8550 rings into a BB and then see what the salvage number is.
That's lvl 11 skill (don't mind doing it because he's a good aid in BR). That should give me an idea on how accurate the number is. Wish Rubra would chime in on the numbers.
